Promulgation of Library Act and Regulations



  The establishment of Taiwan public libraries is in accordance with relevant regulations and act. According to Province and City Public and Private Library Rules promulgated by Department of Education in 1952 and Social Education Act promulgated by President in 1953, libraries are social education institutions with the establishment objects of “collecting various books and local literature for people to read and hosting various social education events to improve cultural level.” In 1968, Taiwan Province Government amended and promulgated The Organization Rules of County and City Libraries in Taiwan Province. In 1969, Taiwan Province Government promulgated The Organization Rules of Town and County-Controlled City Libraries in Taiwan Province. Regulations for the establishment of libraries were thus settled.  



  In January 2001, President promulgated Library Act, in which various fundamental regulations for planning the development of libraries were stated. Among the fundamental regulations, the idea of considering libraries as the institutions of “serving the general public to provide book information service, promote social education, and host libraries’ cultural events” is clearly stated. In addition, using Establishment and Operation Standards of Public Libraries to manage, counsel and evaluate libraries are stated in the Act.
